AND THE VOTING PROCESS SHORTLY. ON SEPTEMBER 7, THAT’S THE DAY
YOU CAN ALL PICK UP YOUR ELECTION SIGNS AND THERE WILL BE
MORE INFORMATION ON ELECTION SIGNS VIA MARGARET LATER ON IN
THE SESSION. FOR THE WEEK OF SEPTEMBER 17, WE
WILL BE MAILING OUT THE VOTER INFORMATION NOTICES AND WE ASK
ALL CANDIDATES WHEN CAMPAIGNING TO REMIND VOTERS TO CHECK IF
THEY’RE ON THE LIST IF THEY DON’T GET THEIR CARD.
THEY ALSO NEED TO BRING THAT CARD WITH THEM AND THEIR ID WHEN
THEY GO TO VOTE. WE ASK CANDIDATES TO COMMUNICATE
OUT ABOUT OUR NEW WARD BOUNDARIES.
YOU’RE ALL AWARE WE HAVE 7 BOUNDARIES NOW INSTEAD OF 6 AND
ALL OF THE LINES HAVE CHANGED EXCEPT FOR WARD 3.
THIS MIGHT MEAN THAT SOMEBODY THAT VOTED PREVIOUSLY IN ONE
WARD IS NOW VOTING IN A TOTALLY DIFFERENT WARD.
SO THEIR VOTING LOCATION WILL BE DIFFERENT, AND THEY MAY HAVE A
PROBLEM AND STRUGGLE WITH THAT. SO AS CANDIDATES WE ASK THAT YOU
HELP THEM OUT WITH THIS INFORMATION.
IF SOMEBODY DOESN’T RECEIVE A VOTER INFORMATION CARD, IT’S
REALLY IMPORTANT THAT YOU GET THEM TO CHECK IF THEY’RE ON THE
LIST. THEY CAN DO THIS ON OUR WEBSITE
THROUGH THE ONLINE VOTER LOOK-UP WHICH WILL BE THERE IN SEPTEMBER
OR THEY CAN TO THIS THROUGH THE TOWNHALL BY CALLING US.

DATE. VOTING DAY IS OCTOBER 22.
AND LOCATIONS ARE OPEN FROM 10 A.M. TO 8 P.M.
ON DECEMBER 3 FOR THOSE OF YOU THAT ARE ELECTED, THERE WILL BE
A COUNCIL INAUGURAL SESSION AND THERE WILL ALSO BE A COUNCIL
ORIENTATION SESSION AND A JOINT MUNICIPAL HALTON COUNCIL
ORIENTATION SESSION. THE DATES OF THOSE WILL BE
PROVIDED IN THE FUTURE. MARCH 29 IS THE LAST DAY TO FILE
YOUR FINANCIAL STATEMENTS. EVERY CANDIDATE MUST FILE A
FINANCIAL STATEMENT AND YOUR CAMPAIGN RUNS FROM THE TIME
YOU’RE REGISTERED UNTIL DECEMBER 31ST.
IF YOU SHOULD DEEM YOUR CAMPAIGN TO BE FINISHED BEFORE DECEMBER
31ST AND YOU HAVE NO EXPENSES LEFT TO PAY, EVERYTHING’S TAKEN
CARE OF, YOUR BANK ACCOUNT IS CLOSED, YOU CAN CLOSE YOUR
ACCOUNT AND YOU CAN FILE YOUR FINANCIAL STATEMENT EARLIER.
THIS IS NEW IN THE LEGISLATION FROM PREVIOUS ELECTIONS, JUST
FOR THOSE THAT MIGHT BE F AMILIAR.
SO YOU CAN FILE AFTER THE ELECTION, ONCE EVERYTHING IS
CLEANED UP AND YOU HAVE NO EXPENSES, YOUR SIGN DEPOSIT HAS

IT’S YOUR RESPONSIBILITY AS A CANDIDATE TO READ AND UNDERSTAND
THAT INFORMATION IN ORDER TO KNOW WHAT YOU’RE DOING WITH YOUR
CAMPAIGNS AND WITH YOUR FINANCIAL SIDE OF THOSE C

THEY’RE FROM AUGUST TO SEPTEMBER AND THEY’RE THROUGHOUT ONTARIO.
THERE IS NOT ONE HERE IN OAKVILLE, A IN-PERSONAL
ATTENDANCE SESSION, HOW THERE WILL BE THREE WEBINARS OFFERED
BY THE PROVINCE AS WELL. THE MINISTRY IS GOING TO OFFER
THOSE AND WE WILL BE HOSTING ONE HERE AT TOWNHALL SO IF YOU
WANTED TO ATTEND A WEBINAR, WE’LL PROVIDE THAT LOCATION FOR
THAT WEBINAR TO BE FACILITATED. IT IS DONE BY THE MINISTRY AND
QUESTIONS THAT YOU HAVE ON THAT WEBINAR AND ANY OF THE SESSIONS
IF YOU DECIDING TO CAN BE ASKED DIRECTLY TO THE MINISTRY AND
THEIR STAFF. THERE’S A HANDOUT WITH THESE
DATE AND TIMES AVAILABLE THIS EVENING IF YOU DIDN’T RECEIVE
ONE ALREADY. THEY ARE AN UP AT THE TABLE OVER
THERE. AND AT ALL THOSE SESSIONS THERE

FOR YOUR CAMPAIGN FINANCE CONTRIBUTIONS, THE MAXIMUM
CONTRIBUTION TO ANY ONE CANDIDATE IS $1200.
SO AS A CONTRIBUTOR, IF I WAS A CONTRIBUTOR, I CAN GIVE TO A
CANDIDATE A MAXIMUM OF $1200. HOWEVER, IF I WANTED TO
CONTRIBUTE TO A NUMBER OF DIFFERENT CANDIDATES, THEN I’M
RESTRICTED TO CONTRIBUTING A MAXIMUM OF $5,000.
SO I CAN DO $1200, 1200, 1200 BUT THEN I’M MAXING OUT MY END
SO MATH NOT BEING MY FORTE,IVE GIVE TO MORE THAN ONE BUT
THERE’S A LIMIT AND I WOULD HAVE TO SPREAD OUT THAT $5,000.
IF YOU’RE ACCEPTING C ONTRIBUTIONS, ANY CONTRIBUTION
THAT IS OVER $25 MUST BE IN CHEQUE ELECTRONIC.
IT CANNOT BE CASH. ONLY $25 AND UNDER CAN BE CASH.

POLITICAL PARTIES, CORPORATIONS, BUSINESSES, OR GROUPS, TRADE
UNIONS, OR ANY PERSON NOT A RESIDENT IN ONTARIO.
NONE OF THOSE CAN CONTRIBUTE TO ANY PERSON’S CAMPAIGN.
IT’S PROHIBITED UNDER THE LEGISLATION.
SO WHAT IS A CONTRIBUTION? IT’S MONEY, IT’S GOODS, AND IT’S
SERVICES. SO IF YOU’RE GETTING SOMEBODY TO
DO YOUR WEBSITE, THAT’S A SERVICE.
IF YOU’RE HAVING SOMEBODY PUT UP YOUR SIGNS, THAT’S A SERVICE.
THERE’S A NUMBER OF DIFFERENT WAYS, BUT ANY FINITE QUESTIONS
ON THAT SHOULD GO TO THE MINISTRY IF YOU’RE NOT SURE
WHAT’S A GOOD OR SERVICES. EVERY CONTRIBUTION THAT YOU
RECEIVE, YOU SHOULD ISSUE A RECEIPT.
IN THAT RECEIPT, YOU NEED THE NAME, YOU NEED THE ADDRESS AND
YOU NEED THE AMOUNT OF THE CONTRIBUTION.
IN ORDER TO MAKE SURE THAT YOU HAVE THAT INFORMATION BECAUSE
ANYTHING OVER $100 HAS TO BE ON YOUR FINANCIAL STATEMENTS AND
ALL THAT INFORMATION HAS TO BE LISTED.
IF YOU GET CONTRIBUTIONS OF $25 OR UNDER, THEY CAN BE CASH BUT
YOU STILL NEED TO ISSUE A RECEIPT UNLESS IT’S DONE THROUGH
A FUNDRAISING EVENT. AND IT’S A PASS THE HAT.
SO YOU SHOULD GET YOUR OWN RECEIPTS SO THAT YOU CAN PROVIDE
THOSE RECEIPTS TO ANYBODY THAT IS CONTRIBUTING TO YOUR C
AMPAIGN. YES, WE HAVE A QUESTION.

THANK YOU OR APPRECIATION PARTY. SO^ IT’S EXPRESSES OF
APPRECIATION. THESE AMOUNTS WILL NEED TO BE
REFLECTED ON YOUR FINANCIAL FORM 4.
AFTER THE ELECTION, THE FINAL MAXIMUM CERTIFICATE OF CAMPAIGN
EXPENSES COVERING YOUR AMOUNT THAT YOU CAN CONTRIBUTE TO YOUR
OWN CAMPAIGN COVERING THE EXPRESSIONS OF INTEREST AND YOUR
EXPENSE LIMIT, THAT WILL BE COMING OUT IN SEPTEMBER.
ON SEPTEMBER 25 MORE LIKELY BUT NO LATER THAN THAT DATE AND THAT
YOU RECEIVED ONE WHEN YOU REG E STERRED, YOU’LL HAVE THIS ONE
ON THE 25TH. WHICHEVER IS HIGHER IS THE ONE
THAT YOU USE. THEY’LL REFLECT THE NUMBERS THAT
WE HAVE AT THAT TIME THROUGH THE VOTERS LIST AND THAT’S WHICHEVER
NUMBER IS HIGHER IS THE ONE YOU USE.
AN EXPENSE IS A COST INCURRED FOR GOODS OR SERVICES OR UPPED
THE DIRECTION OF A CANDIDATE FOR USE IN THE ELECTION CAMPAIGN IN
ANY WAY. SO YOU CAN’T MIX BUSINESS WITH
YOUR ELECTION CAMPAIGN. IF YOU’RE WORKING FOR A BUSINESS
AND THEY WANT TO DO SOME EVENT, YOU CANNOT CAMPAIGN AT THAT
EVENT. BECAUSE THAT’S POTENTIALLY A
THIRD PARTY ADVERTISING OR A CONTRIBUTION BY A BUSINESS AND
THAT IS PROHIBITED UNDER THE LEGISLATION.
I DID COVER THIS ALREADY. YOU CAN FILE YOUR FINANCIAL
STATEMENT AT ANY TIME AFTER THE ELECTION AS LONG AS EVERYTHING
IS CLOSED UP, EVERYTHING IS PAID AND FINISHED.
AND IF YOU HAVE GIVEN YOURSELF ANY LOANS AND YOU IS MONEY IN
THAT ELECTION ACCOUNT, YOU CAN PAY BACK THAT LOAN AT THAT TIME
PRIOR TO CLOSING EVERYTHING OFF. SO IF YOUR SPOUSE OR YOURSELF
DID THAT, YOU CAN PAY YOURSELF BACK AND YOU CLOSE YOUR ACCOUNT,
YOUR BANK ACCOUNT AND YOU CAN’T FILE YOUR FINANCIAL STATEMENT
UNTIL EVERYTHING IS CLOSED OFF. REMEMBER IF YOU HAVE A SURPLUS
AFTER YOUR CAMPAIGN, THAT AMOUNT HAS TO BE PAID TO THE TOWN C
LERK. IF YOU SPEND OVER $10,000 ON
YOUR CAMPAIGN, THEN YOU HAVE TO HAVE AN AUDIT.
SO YOUR FINANCIAL STATEMENT WILL HAVE TO BE AUDITED.
PLEASE MAKE SURE THAT ANY CONTRIBUTIONS MORE THAN 100 ARE
REPORTED ON YOUR FINANCIAL STATEMENT.
AND YOU’LL NOTE THAT IS MORE THAN 100.
SO IT’S 101 AND UP. IF’S JUST 100, IT DOESN’T HAVE
TO BE REPORTED ON YOUR FINANCIAL STATEMENT.

EXTENDED CAMPAIGN. BECAUSE YOU WOULD STILL BE
TRYING TO COLLECT MONEY AFTER YOUR CAMPAIGN.

IN 2012, A COMPREHENSIVE REVIEW OF ELECTION SIGNS WAS UNDERTAKEN
WITH PUBLIC INPUT. THE REVIEW ADDRESSED PUBLIC
CONCERNS REGARDING VISUAL POLLUTION, MITIGATED LIABILITY
CONCERNS AND REDUCED STAFF TIME ASSOCIATED WITH BOULEVARD
MAINTENANCE AND ENFORCEMENT. CHANGES WERE APPROVED BY COUNCIL
IN 2012 AND PUT IN PLACE FOR THE 2014 ELECTION.
FURTHER CHANGES WERE MADE TO SIGN PLACEMENT ON REGIONAL ROADS
ON NOVEMBER 19, 2014 HALTON REGION AMENDED THEIR SIGN BYLAW
TO RESTRICT THE PLACEMENT OF ELECTION SIGNS ON REGIONAL ROAD ALLOWANCES.
